In yet another round of confusion and miscommunication, the Municipal Corporation of Delhi resumed its property sealing drive (this week of September 17, 2007). With no-one still clear about the categories under which use of property is permissible by law, mostly small shopkeepers and local residents were targeted in the South Delhi area. I spoke to some people in the area and the prime concern of the residents was the following:
1. MCD is also sealing basements that do not have any industrial or polluting products stored in godowns.
2. Basements in residential plots of 200 sq. m. constructed as per the approved sanction plans of MCD; within the limits of the coverage area are also being targeted. This is particularly painful because such properties do not break any law. Now, basements cannot be used for residential purposes! They ought to be for commercial use.
